Indonesia is one of the most natural disaster-prone countries in the world, fourth rank in the world, for the number of reported disaster, and six for total disaster mortality.
As a part of commitment to implement the Hyogo Framework, and through the disaster management law 24/2007, Indonesia developed a National Action Plan for disaster reduction in 2006 .
In spite of some significant progress in disaster management, there is still a need to merge the top down nature of these framework with the needs of all community level.
To answer all of community level needs, we have to became "the bridger" between Indonesian government as decision maker, vulnerable community as beneficaries.
